Both Special Agents James P. Hosty, Jr. and J. Gordon Shanklin, would tell the HSCA that as far as they knew Lee Harvey Oswald was not an informant for the FBI. And Griffin himself would tell the HSCA that he had never made such an allegation.

However Hosty and Shanklin�s attempt to undermine the statement that Lee Oswald was an informant for the FBI, was in it self reveling.

Hosty would say that Griffin knew that Jack Ruby had been a potential criminal informant for the FBI in Dallas. And that someone could have heard Griffin talking about Ruby�s contacts with the FBI. And mistaken Oswald�s name for Ruby�s.

Shanklin would say that the Dallas office did send the potential criminal informant file on Ruby to FBI headquarters in Washington after the Kennedy assassination. But that he did not know whether this file was sent to the Warren Commission.

Griffin would tell the committee that soon after the Kennedy assassination he learned that the FBI in Dallas had approached Ruby in order to obtain information from him.

In a letter written by Lee Oswald, to the Soviet Embassy in Washington, D.C., dated 9 November, Oswald wrote about the entrance visas, which he and his wife had previously applied for. And he wrote about his difficulties with the Soviet Embassy in Mexico City.

However other aspects of this letter are of grave importance. And there are many, along with James P. Hosty, and myself, that believe that this is probably the reason for THE DERAILMENT OF THE DISCLOSURE OF THE TRUTH IN THIS CASE.

The letter began, "To inform you of recent events since my meetings with Comrade Kostin in the Embassy of the Soviet Union, Mexico City, Mexico."

The CIA told the Warren Commission that "comrade Kostin" was probably Valeriy Vladimirovich Kostikov. And that Kostikov was a high-ranking member of the KGB, and suspected by both the CIA and the FBI. Of being a member of Department 13, which was a sabotage and assassination squad for the KGB.

It is standard Soviet procedure for KGB officers stationed in embassies and in consulates to carry on the normal duties of such a position in addition to the undercover activities.
