In-fact one of the Warren Commission assistant counsels J.Wesley Liebeler was so concerned about the Odio reported event that he warned the Commission to tone it down. In a memorandum on 14 September 1964 to another Commission attorney he wrote,

That in-fact "There really is no evidence at all that Oswald left Houston on that bus."

And "There are problems. Odio may well be right. The Commission will look bad if it turns out that she is."

Two Australian women reported seeing Oswald on the bus in-route to Mexico City.

Oswald arrived in Mexico City on 27 September.

Oswald checked-in to the hotel Comercio, and soon made his way to the Cuban Embassy,

Where He requested an application for a visa for Cuba, He also presented his FPCC documents, newspaper clippings, letters and other documents, Oswald said, "he should be accepted as a friend of the Cuban Revolution." But was told that he could not receive a visa unless he was in transit to the Soviet Union.

Oswald then paid a visit to the Soviet Embassy where he met with three consul officials ( that just happen to be KGB officers. ) These Officers would latter state that, Oswald appeared vary nervous, he keep pulling documents out of his pockets and at one point he pulled a gun out and put it on the table. He was asked why he was carrying the gun, and replied, for his Owen protection, and that the FBI was persecuting him.

Oswald was told that he couldn’t receive a visa for several months.

( In other words, they probably weren’t in a hurry to deal  with him again. )

At some point Oswald made his way back to the Cuban Embassy. He was agitated, angry and determined to get to Cuba. However he ended up getting into a verbal argument with the chief consul ( Attach� ) and was thrown out of the Embassy and asked not to return.

This put an end to Oswald’s hopes and dreams of ( As the Warren report would put it ) "going to Cuba and finding his communist ideal."

Later most of these witness would describe the man they saw and spoke to as the same man that would became infamies just several weeks after their encounters. And the signature on the register at the hotel was that of Lee Harvey Oswald.

However the CIA which had numerous operatives stationed around both embassies performing surveillance, apparently had either great difficulty or grate apprehension in placing Lee Harvey Oswald in Mexico City that September in 1963.
